Work permit applications come in two main flavors: employer-specific (closed) work permits requiring a job offer + LMIA (or LMIA-exempt category), and open work permits like the Post-Graduation Work Permit (PGWP), spousal open work permit (SOWP), or working holiday visa (IEC).

This checklist covers the most common employer-specific scenario. Open work permits require fewer documents but very specific eligibility evidence (e.g. proof of PGWP-eligible program completion, sponsor's work permit + cohabitation proof for SOWP, etc.).

Required documents

Identity
  • Valid passport Required
    Valid for at least the intended period of work. Include bio page + pages with visas/stamps.
  • Digital photo Required
    Photo meeting IRCC specifications: 35mm × 45mm, taken within last 6 months, plain background.
Job Offer & LMIA
  • LMIA positive decision letter Required
    Issued by ESDC. Confirms the employer is permitted to hire a foreign worker. Required for most closed work permits (exceptions exist under LMIA-exempt categories).
  • Employment contract / job offer letter Required
    Signed by employer and employee. Must include: NOC code, job title, duties, wage, hours, location, start date, duration, and benefits.
  • Employer compliance documents Optional
    Business registration, T4 summary if applicable, recent payroll records. Required for some LMIA-exempt streams (e.g. ICT, GTS).
Qualifications
  • Educational certificates & transcripts Required
    Degrees, diplomas, and transcripts demonstrating you meet the requirements stated in the job posting/LMIA. Certified translations if not in English/French.
  • Resume / CV Required
    Detailed work history covering the past 10 years. Must show experience matching the LMIA's stated requirements.
  • Employment reference letters Required
    From each previous employer in the past 10 years. Must include: company letterhead, dates, NOC-aligned duties, hours/week, salary, supervisor contact.
  • Professional license / membership Optional
    Required for regulated occupations: nursing, engineering, accounting, etc. Show provincial licensing body acknowledgment or pathway-to-licensure plan.
Personal
  • Family information form (IMM 5645) Required
    Required for most applicants. Lists immediate family details — spouse, children, parents, siblings.
  • Police certificate(s) Required
    From every country lived in for 6+ months in the past 10 years (since age 18). Issued within last 6 months.
  • Upfront medical exam (if required) Optional
    Required if working in healthcare, childcare, or agriculture, OR if applying from a designated country, OR if you'll be in Canada 6+ months.

Common work permit refusal triggers

  • LMIA expired before the work permit application was submitted
  • Job offer letter missing required wage details or duration
  • Employer credibility concerns — small/new businesses face higher scrutiny
  • Insufficient ties to home country (for high-risk visa nationalities)
  • Mismatched NOC code between LMIA and the candidate's actual experience
